reporting to the Secretary of State (paragraph 5 of Despatch
No. 93 of 18th. April, 1907.) that the sum of $600,000 was an

'estimate" of the cost of the Breakwater
reported in my Despatch No. 54 of 7th. March, 1908. The
Director of Public Works when replying to a question in the
Legislative Council on the 1st. January, 1906, stated that
"no reliable estimate could be given", but he quoted figures
based on the estimated cost per foot run of various schemes
then under consideration, merely as some guide in consider-
-ing their relative merits. No information was available on
